NSF Program Directors use the summary to choose reviewers for the proposal, thus you need to focus on the intended audience, and do all you can to generate excitement and enthusiasm for the work. If your project is funded, NSF will publish your summary (both in hard copy and electronically), thus it should reflect your very best effort.
